Is the wheel spinner actually random and fair?

Yes. The Wheel, Dice, and Slot Machine modes pick the winner with Math.random() before the animation starts, then the animation is driven to land on that result, so every choice has an equal chance. The Galton Board mode is intentionally uneven: it is a true per-peg random walk, so middle choices land more often, like a real bean machine.
